New Orleans Federal Consent Decree is Elitist and Racist- and those are its Good Points



Open Letter to "Gotham" (My Nickname for New Orleans):

New Orleans and its police department have suffered under the yoke of a federal consent decree not designed, as advertised, to correct real or imagined brutality or corruption. 

No, that would make too much sense. Nonsensically, this particular consent decree treats our police officers like sharecroppers incapable of ethical conduct. New Orleans current mayor, police superintendent and city attorney are mischaracterized as de facto slaves answerable to a visiting master from Washington, DC., and a local plantation mistress on a federal bench. I'm not a liberal so please explain to me how this is progress?

Our independent police monitor is excluded from any role in this one sided process because, like our mayor, superintendent and city attorney, she's considered a slave too. Vocal safety advocates like our number one crimefighter and mentor, Bro Al Mims, are relegated to field negro status, out of sight, out of mind.

In typical slave master fashion the federal consent decree monitor set up a Police Community Advisory Board (PCAB) system for each police district. It's not designed for real input from consumers of public safety- at least not Black ones. Its real purpose is serving as powerless showpieces for policies making NOPD impotent- a role not unlike depiction of Reconstruction era Black Congressmen in the classic 1915 racist movie, "Birth of a Nation." After being excluded from email communication and other ongoing opposition as president of the 5th District PCAB, I recently resigned. I don't shuck and jive for elite liberals.

Under this federal consent decree model of police officers as sharecroppers, municipal ordinances and state law are rarely enforced. "Men" who menace their mothers or ones who ritually punch female strangers on the sidewalk are given summons or trips to behavioral health facilities by blue uniformed valets. Our pre-pandemic juvenile car burglary crisis was another outgrowth of telling police officers not to enforce the law. Reports aren't much better regarding domestic violence and sex crime investigations. Police officers treated like sharecroppers aren't exactly briming with enthusiasm to tackle new cases.

As a grassroots Black man who isn't a cop hater, not light skinned nor highly connected, this federal consent decree is elitest and racist- and those are its good points!

Its bad points are hordes of untouched career criminals not arrested nor charged who nonetheless touch working class victims lives with impunity.

One glaringly elitist and racist bad point is this federal consent decree monitor's exclusion of dissenting Black voices in favor of employees and, I kid you not, a dancing police officer of YouTube fame.

His idea of community meetings are monologues where he and his subordinates tell audiences what a great job they've done castrating the NOPD.

No majority White, upper income city would ever be subjected to such poisonous public "safety" policy.
